Ok, it's been a week without any guesses. The movie I was talking about is The Cabinet of Doctor Caligari. I'm not a big silent film fan, but this one's just awesome. And it's old enough to be in the public domain so finding a copy is pretty easy.

It most certainly is The Great Mouse Detective from 1986 by Walt Disney Pictures.
The bat is Fidgit, who was sent by the wicked Professor Ratigan to abduct toymaker Hiram Flaversham.
The rat, of course, is Professor Ratigan, though he has this peculiar quirk of denying that he is a rat.
The cat is Felicia, a horribly overweight Angora longhair that "disposes" of mice that distress Ratigan.
The basset hound is Toby, whose keen sense of smell greatly aids Basil of Baker Street during investigations.
Ratigan's treasonous scheme involved coercing Hiram Flaversham into creating a mechanical duplicate of Her Majesty. By substituting the duplicate for the reigning monarch, Ratigan would rule all British mice through the sock puppet simulacrum.

I'm of the opinion that Ms. Natalie is correct. Of course, that's the 2000 remake. Personally, I think the 1974 original was much better.

Ok, since no one has guessed it yet, the answer is Father Goose. It's a decent movie starring Cary Grant and Leslie Caron.
